Explicitly enable `allow-snapshots-release` because Spring-Module-Core currently only has snapshot releases. Rename `Jenkinsfile` to `Jenkinsfile-disabled` to disable Jenkins. For reference, the process is described here: - https://github.com/folio-org/.github/blob/master/README-maven.md
