What

Version bump only: Cargo.toml, pyproject.toml, python/kernal_api/__init__.py, the five =0.1.39 guest/benchmark pins, and the kernal-api entry in every tracked Cargo.lock. 17 files, 17 insertions, 17 deletions.

uv run --no-project python ci/release_steps.py verify-version --tag v0.1.40 exits 0 locally (version fields + all consumer lock sync).

Why 0.1.40

v0.1.39 was cut at 5d471ba, before #585 merged the public re-export of the regular-file handle type. Consumers cannot name the handle in their own signatures until a release carries it. The zccache dylint lane's last three std::fs allowlist entries are exactly those signatures, so its burn is pinned on this release.

Stacked

Base is fix/consumer-lock-libc (#588), which regenerates the consumer lock for libc 0.2.190 and makes main's linux lane pass again. Merge #588 first; this PR then shows only the bump commit. Draft on purpose — do not merge without a green full-CI run on the resulting merge SHA, then dispatch auto-release.yml with that SHA + run id.

Version bump only: Cargo.toml, pyproject.toml, python/kernal_api/__init__.py,
the five =0.1.39 guest/benchmark pins, and every tracked Cargo.lock's
kernal-api entry. `ci/release_steps.py verify-version --tag v0.1.40` passes.

Includes #585 (publicly re-export the regular-file handle type) and #587
(libc 0.2.190). This is the version the zccache dylint lane needs to burn the
last three std::fs allowlist entries that name the handle type.
