Groups program facilities by organizational unit for easier navigation by PM2 users. Adds 'Type' and 'Status' columns to the facility list for improved data visibility. Also, updates the Organizational Unit maintenance page to gracefully display when a program is unassigned.

Restructures event lists for 'My Events', 'Unit Events', and 'Program Events' into 'Pending', 'In Progress', and 'Completed' sections. Similarly, categorizes facilities into 'Active', 'Delisted', and 'Other' sections. Adds item counts for each category and updates accordion headers with user, unit, or program names for improved clarity and context. Refactors backend logic to use LINQ for populating and sorting lists of organizational units and compliance officers, improving code conciseness and maintainability.
Updates accordion elements from `accordion-flush` to `accordion` and introduces custom CSS to apply a specific color theme. This improves the visual consistency and branding of the collapsible sections on the dashboard.
