Adds a technical steering proposal for Autoscaling of PersistentVolumeClaims.
The proposal describes the key features that are planned to be implemented in the
gardener/pvc-autoscalercontroller and and how it will be integrated in Gardener to autoscale PVCs of observability components forSeedcusters.Which issue(s) this PR fixes:
