Add an upgrade-dependencies skill for what Dependabot leaves - #26

Dependabot merges compatible crate updates; 0.x minors, majors, new major actions and the lints of a new toolchain now follow a skill: find what is behind with cargo info and the publishers' releases, read every upgrade guide first, one dependency per commit, fix breaks the way the guide says with no silenced lint, patch, fork or held-back version, verify in the field what can change at run time, and stop rather than force.
