Adds one row for
opengeocoding/opengeocoding-provider, a third-party provider for OpenGeocoding, a hosted geocoding API on open data (OpenStreetMap, Overture Maps, OpenAddresses, GeoNames). It implementsgeocoder-php/provider-implementationonAbstractHttpProviderand is tested with the sharedProviderIntegrationTestand cached responses; CI runs PHP 8.0–8.5, PHPStan and PHP CS Fixer. MIT.It's in World rather than Local because it isn't limited to one country; the existing third-party rows are all regional. Happy to move it.
