Migrate SCSS linting and formatting from Stylelint to Biome - #972

Replace Stylelint (and its plugins, plus the unused PostCSS dependency) with Biome, which now supports SCSS. - Lint and format ./src/scss with Biome; update the lint:css and check:css scripts, VS Code settings and recommended extensions - Ignore the project's own Sass functions in noUnknownFunction - Sort properties with the useSortedProperties assist, guarding the blocks that mix Sass variable assignments with other statements - Remove stylelint-disable comments and document the remaining !important (Chartist inline width); replace the others with specificity and source order - Fix noDescendingSpecificity warnings by reordering or merging rules - Drop legacy leftovers: vendor-prefixed fallbacks, IE normalize resets, font-size/line-height whitespace hacks, translate3d, redundant box-sizing and the Firefox select focusring workaround - Replace float on modal footer buttons with flex and reorder the link modal buttons to keep the same appearance Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
