Treat conventional low- and medium-risk completion steps as implied by a request for scoped work, so users are not asked to separately authorize each normal step needed to deliver the requested result.
Authorization Boundary
The rule stays provider- and tool-agnostic. It still requires confirmation when the user withheld a step, the established target or destination changes unexpectedly, or the action adds material side effects beyond the requested result. A focused action-review eval covers pull request creation as one regression scenario.
Verified with eval package typecheck, skill validation, Prettier, and diff checks.
