The fleet simulation omitted token brokering from its review lifecycle. This change gates each dispatched batch on a production broker exchange and invalidates its credential after all reviews complete.

• Lifecycle coverage

  • Require one mint and revocation per batch.
  • Check repository-scoped permissions, throttling, idempotent invalidation, cleanup isolation, and remint denial.
  • Include broker delays in the existing one-hour review SLA and expose lifecycle counters in fleet-stress.json.

• Isolated boundaries

  • Use synthetic job identities, a private fixture policy, ephemeral App keys, and an in-process issuer transport.
  • Leave production authority, rate limits, and context ceilings unchanged; document that OIDC, hosted transport, and Key Vault remain outside coverage.

• Execution budget

  • Increase the stress timeout to 60 minutes and workflow timeout to 65 minutes for the added broker workload.

Fixed in fb23950: relay tests now use test-scoped subprocess contexts, and both agent catalog artifacts are regenerated from the dashboard source. The failed tooling area passes (596 passed, 1 skipped); full Go formatting/lint, relay tests, Go vet and root lint pass. New CI results are pending after the push.
