Bumps go-gfx/oksvg to v0.2.0 (go-gfx/oksvg#3): fill-rule (evenodd) and arc flags written without separators.

FIDELITY.md gets a new top entry and an annotation on the old known-gap bullets. Measured against Chrome headless: the octocat went from 24.0% to 0.3% of pixels off (compact arc flags, not the fill rule), the Wikipedia wordmark from 27.7% to 4.2% and the tagline from 18.9% to 6.8% (the multi-set arc fix of v0.1.0). The MDN wordmark of round 25 was not re-fetched, so it is marked unverified. A test covers evenodd and compact flags through RasterizeSVG. No engine logic changes.

Bumps the fork; FIDELITY.md: the octocat and Wikipedia logos blamed on oksvg in
rounds 25, 64 and 79 were arc defects (compact flags, several parameter sets),
not the fill rule; fixed in the fork. Test for evenodd and compact flags.
