- Added `uv.lock` file to manage dependencies. - Updated `pyproject.toml` to specify Python version compatibility and changed license format. - Replaced Poetry commands with `uv` commands in the README for installation and usage. - Introduced environment variable settings in `__init__.py` for Google Cloud project configuration. - Added `agent-starter-pack` as a new dependency in the project.

Summary:
This PR updates the order-processing agent sample to support the Agent Starter Pack (ASP) and ensures the sample passes integration tests in CI.
**What was changed:
Added Agent Starter Pack as a development dependency and configured it in pyproject.toml.
Included a basic ASP configuration with an example question and correct agent directory.
Updated the deployment test to be a skip-by-default integration test, so it only runs when required environment variables are set.
Added default Google Cloud environment setup to the agent package for smoother local and CI usage.
Updated documentation to reference Agent Starter Pack as an alternative setup option.
Testing:
Ran uv run pytest locally.
All tests pass (deployment test is skipped unless deployment environment variables are provided).
