Add support for Copilot coding agent permissions API #4650

GitHub has org endpoints for managing which repositories can use the Copilot coding agent (get/set the policy, set the selected repositories, enable/disable a single repository). Only the list endpoint is supported today (ListOrganizationCodingAgentRepositories). I'm working on this in #4649.
