Ensure 32-byte PCIe DMA alignment for host staging buffers

Replace standard std::vector<uint8_t> allocation with 32-byte page/PCIe DMA-aligned memory allocation via posix_memalign and custom free deleters in H2d() and D2h() inside weight_synchronizer_base.cc to prevent unaligned PCIe DMA crashes.
