This pull request performs a comprehensive cleanup and update of issue tracker configurations across numerous Google Cloud Python libraries. The changes involve removing redundant issue tracker links in librarian.yaml and package-specific .repo-metadata.json files, as well as migrating generic GitHub issue links to specific Google Issue Tracker components for several packages. We've retained the override for google-cloud-dns at the moment, as that's not generated but the issue tracker is useful. We'll file a librarian bug for how to handle this on a language-agnostic basis.
