The platform request timeout is fixed for every consuming product

Current state: platform.ts holds a thirty second deadline on every platform call, including the full PO export download, as a module constant. gottext ships to npm, so every consuming product inherits it with no way out. Its siblings paced and paused sit in the same function, both exposed on PlatformOptions and defaulted correctly, which suggests the timeout was simply missed.

Proposal: add a timeout and an attempt count to PlatformOptions defaulting to today's values.

Trigger: a product raises the timeout without forking the brick.
