  • session_counter: tracks the device's once-a-second counter (102405). It is session-scoped, not uptime: it restarts with each session. It is a FAST field, so it raises SessionCounter and never republishes the snapshot. The field is in all three languages, with vectors.
  • Wire authority: a stream row now refuses the control channel's copy only while a stream is open. With no stream, the control channel's tuner strobe is taken. That strobe is 12 values/sec idle (measured, docs/06), against the stream's ~220.
  • Meters arriving singly: a numeric at a multi row writes the element its slot names.
  • examples/cbor_idle_rate.py is the measurement behind docs/06's idle table.
  • Bumps the Python package to 0.3.0, for the Home Assistant integration's duty-cycled polling release.

The device's once-a-second counter (102405) is session-scoped, not device
uptime: it restarts with each session. It is now tracked as
`session_counter`, a FAST field that raises `SessionCounter` without
republishing the snapshot.

A `stream` row now refuses the control channel's copy only while a stream
is open to supply the better one. With no stream, the control channel's
tuner strobe (12 values/sec idle, measured) is taken, so a control-only
client can watch for someone playing without the ~20 Hz meter frame.
Meters also arrive singly (a `$41` read, the control channel), so a
numeric at a `multi` row writes the element its slot names.

Adds examples/cbor_idle_rate.py, the measurement behind docs/06's idle
table. libkp 0.3.0.
