This adds resource locks for HIL hardware, allowing for concurrent builds to run while preserving predictable device states when necessary.
Includes a new helper function for readability and ensures device resets always happen between test runs.
Once merged, other active branches/PRs should be rebased on this before increasing the number of executors in Jenkins to ensure stability.
