§7 5% bump for the [energy] series, per owner decision 2026-10-03: #385 memoize measured 17334 B, #390 launch-I/O measured 16986 B, #391 micro-diet measured 16586 B — all over the 16 KiB plugin account. Diet already exhausted repo-wide per prior history lines. 16*1.05=16.8, round up to 17 KiB. Merging this unblocks the size gate on PRs #392, #394, #395 (their only remaining failure); those branches will need a main-merge + CI re-run after this lands.
