§7 5% bump per owner decision 2026-10-04. After the [energy] merges, the rebase union measures #385 at 17546 B (+138 B over 17 KiB; in-scope micro-diet recovered 0 B with evidence, memo code mostly core-account per twin mechanics) and #390 at 17438 B after an honest 80 B in-scope diet (+30 B; remainder core-account per twin mechanics, documented in PR bodies). 17*1.05=17.85, round up to 18 KiB. Merging unblocks PRs #394 and #395 (size gate is their only remaining failure).
