The Social chat migration passes its regular builds, but PR Preview fails before signing because the Cosign installer calls
envsubst, which is absent on the ARC runner. Install thegettext-baseprerequisite only when missing, supporting both root ARC containers and hosted runners with sudo.Validation: parsed workflow YAML, checked Bash syntax, and verified the prerequisite precedes the unchanged Cosign installer/signing steps.
