Tighten runtime intelligence task-event handoff gate

• require EdgeEnv handoff and bundle manifests to declare AIGuard task-event rollup evidence
• validate AIGuard task-event rollup raw context in the Runtime Intelligence bundle gate
• refresh committed handoff alignment artifacts, CI artifact gate fixtures, and docs
