feat: align remote fallback report marker

Summary

• add a Lab Runtime Intelligence Risk Summary row for the Lab-facing remote fallback starter marker
• require the same marker in artifact bundle, manifest, and CI artifact gates
• update Runtime Intelligence fixtures, docs, and regression tests to preserve the marker vocabulary used by the entrypoint registry
