just vm: boot nix-config's workstation VM from the ww3-gpu checkout - #103

`just vm` and `just vm-reset` call the recipes of the same name in the nix-config submodule, at the pinned commit. The VM is defined at nix-config's root, which the labs/pratico sparse checkout leaves off disk, so both first disable the sparse checkout when flake.nix is missing. That is local state: `just submodule-init` or `just up` make the submodule sparse again. Tested: just --list parses; in a scratch sparse clone of nix-config, `just _nix-config-full` materialised the root and `just --dry-run vm` / `vm-reset` dispatch to nix-config's justfile. The VM itself was not booted (no KVM in this container). Cost: none
