feat: add versioned capability ownership and narrow deployment

A skill installer can replace a managed symlink with a standalone directory, leaving canonical content stale. Another installer can follow the link and change canonical content directly. Add fclt capability to detect both cases and deploy one explicitly owned copy from a pinned source.

The schema-versioned registry records ownership, origin, revision, digest, and host/platform selection. Ordered overlay files keep machine/private choices separate. digest, inventory, plan, and hash-checked apply preserve divergent files, report missing credential references without resolving values, and leave native/external plugin files independently owned. Updates retain the prior target under the separate runtime state root; repeated apply is a no-op. Existing broad sync remains deprecated and the read-only text-file deployment contract is unchanged.

Native records describe intent, not verified installation. Disabled entries report retained files and do not claim provider disablement. Runtime caches cause a per-entry conflict instead of aborting inventory or deleting content. Acquisition/import/update and recovery procedures are documented in docs/capability-registry.md and bundled plugin guidance.

Validation:

• 29 ownership regressions; focused capability/builtin/remote set: 90 passed.
• Lint, type checking, build, compiled verifier, package dry run, diff checks, and public-surface privacy review passed.
• Compiled binary smoke in a temporary home: digest, plan, apply, inventory, and repeat no-op passed.
• Full local run was performed. A follow-up CI-mode run had 1085 passing tests and one existing Codex cold-start isolation fixture failure, also reproduced on unchanged PR fix: publish npm releases through trusted OIDC identity #88. An audit timing failure passed a focused longer-timeout rerun. The generated builtin mismatch from editing plugin docs was fixed by regenerating embedded assets; focused tests pass.
• The commit hook was bypassed only after these explicit checks because of that reproduced unrelated local fixture failure. Remote exact-commit CI remains a merge gate.

Apply coordinates fclt writers and revalidates content before publication; unrelated installers should be stopped during apply. This PR does not deploy real tool homes or prove provider discovery/runtime behavior.
