XY-777: [TRADING-PROD-BLOCKER] Recover lane controls when active process loses active lease

Summary:

• Preserve lane/channel/branch/worktree/process context when run control rejects with active_lease_missing.
• Allow forced interrupt to take an explicit hard fallback after active_lease_missing while leaving other soft-control rejections non-mutating.
• Keep terminal-looking runs visible when live execution evidence still identifies the same run and document the retained-lane recovery tree.
