Persist upstream Radar review artifacts

Summary

• Refreshed the deterministic upstream Radar queue for openai/codex.
• Reviewed unreviewed critical queue subjects PR 26202, PR 26637, PR 27009, and PR 26230 from source-backed GitHub bundles.
• Added upstream_review/v1 and upstream_impact/v1 artifacts for all four subjects.
• Added social_candidate/v1 handoffs for PR 26637, PR 27009, and PR 26230 only; no social_post/v1 artifacts were written.
