Summary

Add capability-gated app-server thread goal protocol support with auto|required|off project configuration.
Wire phase-scoped retained-lane goals through Decodex-owned repo-gate validation and handoff lifecycle control.
Record phase-goal telemetry and document the lifecycle, fallback behavior, and residual authority boundaries.
