Summary

remove the global active-runs summary band from the account panel
keep active run chips scoped to concrete account rows
restore the Model bucket progress/time details in stopped run popovers

Validation

swift test --package-path apps/decodex-app
git diff --check
cargo make test-decodex-app-stage
installed /Applications/Decodex.app and restarted only DecodexApp
