Persist upstream Radar reviews for import and plugin changes

Summary

• refresh the deterministic openai/codex upstream review queue
• add GitHub change bundles plus upstream_review/v1 and upstream_impact/v1 artifacts for PRs 27071, 27311, 27414, and 27465
• add social_candidate/v1 handoffs for the selected public Publisher opportunities without writing social_post/v1 records

Note: the first cargo make test run hit two app-server timeout flakes under nextest fail-fast; both focused reruns passed, and the full cargo make test rerun passed 1059 tests with 1 skipped.
