• refresh the Codex release_delta/v1 artifact from rust-v0.140.0-alpha.8 to rust-v0.140.0-alpha.9
• add a social_candidate/v1 defer / needs_upstream_analysis record for the alpha.9 checkpoint
• record the adjacent alpha.8 -> alpha.9 compare gap list for upstream review
