Summary

Add Program Intake runtime projections for intake plans, issue mappings, and queue-label ownership evidence.
Add the operator intake issues dry-run/persist CLI for existing Linear issue batches.
Populate issue-batch Execution Programs with mappings, dependencies, conflict hints, queue intent, deterministic reporting, and local-only persistence semantics.
