XY-941: Surface Program Intake state in status and dashboard

Summary

• surface Program Intake / Execution Program state in status JSON and text output
• add dashboard Program Intake readbacks with counts, mapped issues, queue-label actions, and sparse node diagnostics
• keep the surface read-only and public-safe, with docs and compatibility coverage for legacy rows

Takeover Note

Decodex reached validation-ready locally but the old runtime did not advance into review/PR handoff. I interrupted the completed-but-still-active lane and took over the retained worktree manually.
