Fix operator status readout churn

Summary

• prevent complete empty runActivity frames from persisting as a live overlay after they clear active runs
• remove the duplicate aggregate Tools lifecycle row from the app and dashboard readouts
• add Swift and dashboard contract coverage for the readout behavior
