XY-970: Replace ambiguous Decodex UI stage terminology

Summary

• expose explicit operator readbacks for run phase, active goal phase, public progress phase, and Program node stage
• rename dashboard/App lifecycle metric presentation from generic stage/phase wording to lifecycle buckets
• update operator status tests and specs for the new readback vocabulary

Verification

• cargo make fmt
• cargo make lint-fix
• cargo make test (1199 passed, 1 skipped)
• swift build --package-path apps/decodex-app

Notes

• swift test --package-path apps/decodex-app currently fails in unmodified tests that still reference older activeRuns APIs; app source build passes, and this appears unrelated to XY-970.
