can you modify this PR and drop your "Update windows scripts for start, test, and seed script" please? Jongmin already has another PR for it to fix the tests, so we'll just use that.
everything else looks good! I'll merge once you update this

can you also add GOOGLE_API_EMAIL and PEOPLE_GOOGLE_SPREADSHEET_IDENTIFIER to the hackerAPI env.example file under the "Google Sheets checkin form" section
