Initialize Hacktoolkit's collection of free, MIT-licensed Mac tools, following the independent-repository/submodule structure of chrome-extensions. Register voice-memo-transcriber as the first tool, with recursive-clone instructions, a tool catalog, contributor conventions, and a collection test target.

The tool's implementation stays in its own repository. This PR contains a Git submodule pointer rather than a copy of its source.

Dependency: the voice-memo-transcriber initialization PR (hacktoolkit/voice-memo-transcriber#1) has merged. It was squash-merged, so the gitlink now points at the resulting main commit c5dca7e rather than the reviewed branch head; the trees are identical.

Validation: a fresh git clone --recurse-submodules of this branch over HTTPS checks out the tool at the pinned commit, which is reachable from its main. The collection make test target passes from that clone, and the tool's 26 tests pass with and without the speech engine installed.

Tool PR: hacktoolkit/voice-memo-transcriber#1

The tool's initialization PR was squash-merged, so the reviewed branch
head f7e748c became c5dca7e on main. Trees are identical; this moves the
gitlink to the commit reachable from main.
