fix(ci): restore direct semantic releases

Problem

• Protected main rejects Python Semantic Release version commits.
• Release failures are reported as no-release outcomes.

Solution

• Authenticate release writes as the explicitly bypassed maintainer.
• Distinguish genuine no-release runs from operational failures.
• Release every supported non-chore Conventional Commit type.
