Accept status 3 only for MiMa.

.mima/tasty-compat-check.scala defines status 0 as compatible and status 2 as incompatible. Any other status means that the check did not run. The shared validation currently accepts status 3 for TASTy-MiMa, and line 132 then reports any non-2 status as tasty=ok. A TASTy-MiMa invocation that returns 3 can therefore bypass the failure path.

Review comment at @.github/workflows/mima.yml at line 120:
Update the shared status validation in the MiMa workflow to allow status 3 only
for `bin_status`; accept only 0 and 2 for `tasty_status`. Ensure a TASTy-MiMa
status of 3 follows the tool-error failure path rather than being reported as
`tasty=ok`.
