На самом деле бюджет увеличивать не обязательно тут. Если попробовать как я писал в описании ДЗ полностью закомментировать всё в proCharts.js, то бюджет соблюдается.
У chart.js есть ещё зависимости, которые остались в vendor.js, например chartjs-color
