Add Sutro jev-align

Adds sutro-sh/jev-align to the searchable directory as an application. It is an active-learning CLI that combines Jev evaluations, explicit human labels, and GEPA definition optimization.

I maintain and am affiliated with the submitted project. The project was developed substantially with coding-agent assistance. The display name is jev-align (Sutro) to distinguish it from the existing caiovicentino/jev-align entry; the repositories are unrelated.

Validation: npm run validate reports 564 valid entries. Only data/projects.json is changed.
