[codex] Polish skills tab UI

What changed

• Align the Skills tab with the Tasks and Heartbeats header rhythm by adding a Search skills field and moving Run Scan into the primary header action slot.
• Filter installed skills and detected patterns by skill metadata, descriptions, status, source paths, draft content, and contributing task titles.
• Keep Skills tab layout visually consistent by tightening card widths, shortening section header click targets, and clamping long skill descriptions.
• Translate remaining renderer UI copy and comments from Chinese to English so the app chrome stays globally English.

Why

The Skills tab previously felt visually disconnected from the rest of the app: it had no search field, placed its primary action inside the content area, stretched sparse cards across the page, and mixed Chinese UI labels with English chrome. This PR makes the tab feel like part of the same Apple-inspired control surface while preserving user-generated multilingual task and skill content.
