[codex] Add IM Inbox workflows and custom commands

Summary

• Add the IM Inbox foundation for draft task creation and confirmation across Slack, Feishu, Weixin, and Telegram.
• Add custom IM command support backed by persisted user-defined commands, with default built-in commands no longer exposed or recognized.
• Hide Brief as a user-facing core concept by using draft-task wording and /run-draft / /cancel-draft flows.
• Add API support to generate a custom command from a previous task via POST /api/im-runbooks/from-task.
• Add IM digest and skill suggestion flows from the earlier IM Inbox spec work.

• API acceptance smoke test against a temporary backend/database:
  • command list starts empty
  • /review-pr is unavailable by default
  • Chinese custom command creation works
  • required custom commands create draft tasks
  • aliases resolve to the custom command
  • command generation from a previous task works
