fix: add runtime tcp readiness probes

Summary

• pass scroll port metadata into Kubernetes procedure job/statefulset builders
• add TCP socket readiness probes for procedures that expose TCP expected ports
• keep UDP-only procedures probe-free and cover mixed UDP/TCP ordering
