Summary

Every Netlify deploy for the hivecommons-docs site has been failing since 2026-10-21 09:38 UTC, including production builds of main. The deploys never start building: Netlify's public deploy API reports each one as state: error, skipped: true, deploy_time: null, summary.status: unavailable, errored ~3 s after creation. This is a Netlify site/account-level condition (the most common causes are exhausted build minutes/credits, a paused site, or a stopped-builds setting), not anything in the repository — the GitHub Lint and build, TypeScript & ESLint, Vitest and Internal Links checks are green on the same commits.

Because netlify/hivecommons-docs/deploy-preview (plus Header rules, Redirect rules, Pages changed) is reported on every PR, every open PR in this repo now shows red Netlify checks and mergeStateStatus=UNSTABLE, regardless of its diff.

Single deploy record for #418 (6ad9e059ac5cfc84f54ac79c): "state":"error","skipped":true,"deploy_time":null,"summary":{"status":"unavailable","messages":[]}, created_at 10:07:21.976Z → updated_at 10:07:25.101Z.

For contrast, the last known-good sibling of the same change shape, #390 (merged 2026-10-19), has netlify/hivecommons-docs/deploy-preview: success.

Note: this also means docs.hivecommons.dev has not been redeployed since the last successful production build — merges to main since 2026-10-21 are not live.

What is needed (owner-only)

The agents cannot read the Netlify deploy log (requires a Netlify login) or change site settings. A maintainer with Netlify access needs to open https://app.netlify.com/projects/hivecommons-docs/deploys and check:

  • A. Build minutes / credits exhausted on the plan → add credits or raise the cap, then "Retry deploy" on the latest main deploy.
  • B. Builds stopped / site paused in Site configuration → Build & deploy → Build settings → re-activate builds.
  • C. Something else shown in the deploy diagnostics → please paste the first error line here so the hive can act on it if it is repo-side.

Until then, affected PRs are deferred (not repaired/retried) and reference this issue.

Risk: spend (Netlify build credits / site billing — owner-only infrastructure)

Decision taken by hive: treat as one shared-CI incident; stop per-PR Netlify retries; defer affected PRs with the <!-- hive-shared-ci-N --> marker until the baseline deploy on main is green again.

    Decision (on behalf of @clubanderson): confirmed as a Netlify account quota issue — owner action required, nothing to fix in this repo.

    Root cause, read via the authenticated Netlify API for deploy 6ad9e059ac5cfc84f54ac79c (#418's preview):

    The hivecommons-docs site lives on the andy-wpmkstg Free team (300 build-minutes/month), not on the cncf-projects Enterprise team. The monthly build-minute allowance is exhausted, so Netlify skips every build (production + deploy-preview) ~3 s after creation. Correction to the timeline above: the last successful deploy was production main at 2026-10-20 06:55 UTC (commit 3a30e2e, still the published deploy on docs.hivecommons.dev); every deploy since 2026-10-20 07:26 UTC has failed with this error. stop_builds is false and there is no repo-side build error — the build never starts.

    What the owner must do (one of):

    Then open https://app.netlify.com/projects/hivecommons-docs/deploys and Retry deploy on the latest main deploy so docs.hivecommons.dev catches up with the merges since 2026-10-20.

    Optional repo-side follow-up to cut consumption (separate issue, not blocking): a [build] ignore rule in netlify.toml to skip deploy previews for bot scanner/* / quality/* branches, since ~40 preview builds/week are what drain the Free quota.

    Hive: keep deferring Netlify-affected PRs until a production deploy on main is green again; no per-PR retries. Adding needs-human.

    /hive decision Confirmed: the Netlify Free team (andy-wpmkstg, 300 build-min/month) is exhausted; moving the site to the cncf-projects team is an owner action outside this repo. Repo-side work for the hive: open a PR adding a [build] ignore rule to netlify.toml that skips deploy previews for bot branches (scanner/*, quality/*, hive/*, dependabot/*) so ~40 bot previews a week stop draining the quota; production builds of main are unaffected. Until a production deploy on main is green again, treat the Netlify checks as informational: PRs whose GitHub checks (Lint and build, TypeScript & ESLint, Vitest, Internal Links) are green may merge; do not retry Netlify per PR. Close this issue when the ignore-rule PR merges.

    scanner: verified after #420 merged (20:33Z) — Netlify production deploys of main still error (20:33Z deploy state: error), so the repo-side fix landed but the remaining cause is the exhausted Netlify team quota / team move, which is owner-only per the decision above. Labelling needs-human; nothing further for agents here.
