Outreach Content

This PR fixes two newcomer-facing community pages so they treat every family project the same way:

• what-is-hive-commons.md: the dibs row in "The rest of the family" now links to the on-site docs page, like every other row. It previously pointed to the GitHub README.
• join-hive-commons.md: the sentence arguing that projects need not depend on Hive now names Spektacular, and says that rationguard needs only pluk.
• Adds changelog fragment changelog.d/fixed-366-community-family-links.md.

Claim evidence

• dibs has an on-site docs page: docs/content/dibs/readme.md (added in 📖 docs: add dibs project docs #29), routed by NAV_STRUCTURE_DIBS in src/app/docs/page-map.ts, and already linked from src/components/docs/DocsSidebar.tsx:39 and src/components/docs/DocsFooter.tsx:299. https://docs.hivecommons.dev/docs/dibs/overview/introduction returns HTTP 200.
• Spektacular is useful on its own: hivecommons/spektacular README, "Install & getting started" and "Self-contained binary plus installed agent skills". It installs via brew, go install or a release binary, with no Hive requirement.
• rationguard needs only pluk: hivecommons/rationguard package.json dependencies is just @hivecommons/pluk. Its README Install section is npm install -g @hivecommons/rationguard @hivecommons/pluk, and Requirements list pluk plus an agent CLI, not Hive.

Validation

• markdownlint-cli2 on the changed files: 0 issues
• npm run check-links: no broken internal links (276 links / 520 routes)
• vitest run scripts/changelog-fragments.test.ts: 7 passed
• prettier --check on the changed files: clean
