Expose the live inVision stability engine in the web app with primary system metrics, explainable stability components, confidence/cap rendering, and support for the new system feed stage in urgent activity. This also restores Courts to the blocked WIP state, extends stage typing/chips for system alerts, cleans a leftover preset typo, and keeps the web client aligned with the server-owned legitimacy/stability dashboard contract.
