Fixes the two follow-ups from the v1.3.2 quality review. Root
README.mdanddocs/README.mdnow have separate identities, can both appear in navigation, and can each be the home page.build-allnow stages the complete versioned site and keeps the prior output if any release fails.Updates release metadata, current workflow pins, migration guidance, qualification evidence, and the pre-publish checklist. No schema migration is required.
Validation: 335 unit tests,
ruff check .,docsprout check(41 pages),docsprout audit --strict(0 findings), local site build, and wheel/sdist artifact qualification all pass.
