Bump akernel-sdk to 0.1.6rc2 and align the control-plane wheel, RRT, artifact checksums, and YuanRong source gitlink with 0.10.2rc4. Pin openyuanrong-sandbox to the published 0.10.2rc3 package matching the sandbox-sdk revision retained by the 0.10.2rc4 release. Signed-off-by: robbluo <luo1442@gmail.com>

openyuanrong-sandbox==0.10.2rc3: PyPI has no rc4 SDK package, and the0.10.2rc4release retains sandbox-sdk commitbcbd717b916e491e3cc87fa508be7020ad1f96dd, also used by the rc3 release.Validation:
