feat(nav): desativa seção Uso e centraliza toggles de navegação - #39

Introduz src/lib/section-flags.ts como fonte única de verdade para
seções do menu que podem ser ligadas/desligadas (contact, uses).
- Navbar.tsx lê SECTION_FLAGS via chave `section` em vez de um
`disabled: true` inline por item.
- app/uses/page.tsx bloqueia acesso direto com notFound() quando
desativado.
- app/sitemap.ts omite /uses do sitemap quando desativado.
- Seção "Uso" passa a ficar desativada ("em breve"), igual "Contato".
Documentado via OpenSpec (openspec/changes/archive/2026-09-01-toggle-nav-sections/).
