Adds
jshvn/terraformas a dispatch target:drift.ymlnightly at 04:15 UTC, minutes offset from the hour because GitHub sheds top-of-the-hour dispatches first. Its own cron expression -- the account is at three of five.The target meets all three requirements:
workflow_dispatch:inon:, aconcurrencygroup withcancel-in-progress: false, and a healthcheck ping from the workflow itself.Test plan
task checkgreen: typecheck, format, 35 tests (including wrangler.jsonc agreeing with schedules/ and the five-expression budget), and a dry-run deploy.
